I believeour community has played a major role in what success I have enjoyed, and been blessed with. Having a home and neighborhood that we can all come home to, where you know is a secure place for our families’ safety, and is affordable(TAX WISE) on our budgets. Upper Moreland has been this place for me. With this peace of mind, I had the ability to focus on my career responsibilities for the best results possible. I want to make sure these things stay in place for all of our families!

About Fran Clark I am a Middle Class, Blue Collar guy. My wife Jackie and I moved here in 1982 where we have raised 3 kids who have all went on to be successful young adults. As all parents, we are very proud of our kids and believe their success was tied to our commitment As parents but also their being able to grow up in a community such as ours!

Leadership Experience Within our Organization I have also worked very hard, as most of our residents try to do everyday. During this time I earned the respect and trust of our Contractors and Members to have held the responsibilities of Leadership positions

There are discussions of a need to raise taxes, without a specific breakdown of why? I believe our current Ward #7 Commissioner may be a good man and I compliment him for his civic pursuit. I just don't think our residents can afford this current, and expressed probability of added costs. Not when families sit at their kitchen tables to make the tough family budget decisions on a regular basis! more

Proposed Tax Hikes/ Township Expenditures: We need to have an audit performed off all current Township invoices for services. Find out who provides them, assess the quality of these services, and compare these results to our surrounding communities whose service needs are comparable with Upper Moreland. Most importantly share these results with our residents. I believe it is as simple as following the practices all of our residents use. Have a fresh look at our bills and have the ability to say No when appropriate!

Storm Water Control: We have problematic areas throughout our Township noted. We cannot continue to ignore these locations. We have to give our residents the simple things they pay taxes for, like just being able to get from one place to another. We also can not afford to let these conditions exist where they could compromise Emergency response equipment and personnel from taking care of our residents. We also need to hold developers to State of the Art designs, and products. We can no longer afford to accept developers to just improve antiquated sites to better standard than the site had been. We have to have proposed projects meet the new standards, not jus a better standard form the sites previous status. Then finally prioritize these areas and address them with a true budget that our township can afford. Again, shifting what costs where applicable to those responsible parties, whether it be a developer or an adjacent Township.

Representing All residents: I was made aware of the unfortunate current policy which exists in our #7 Ward. Our current Commissioner prefers to communicate electronically with our residents, but only if you happen to be of the same political party. It is my belief that when a candidate is successful he has the responsibility to represent every resident with in their jurisdiction. Republican, Democrat, Independent, and non-registered voter. If you are a tax payer in this Township, and this Ward, the successful candidate, whoever she or he may be, work and represent every tax payer's "Best Interests". These practices only serve to divide a community, not unite it. I believe my approach if successful, would be to represent, communicate, and protect all of our residents period.
